CLO PRESS RELEASE: RE: GOV EMMANUEL ANNOUNCES 14 DAYS TOTAL LOCKDOWN IN AKWA IBOM
The Civil Liberties Organisation (CLO), Akwa Ibom State Branch has reviewed the State Broadcast of Governor Udom Emmanuel made in the evening of Thursday, April 2, 2020. The Governor in the broadcast has ordered a 14 days total lockdown of the State effective tomorrow, Friday, April 3, 2020, directing the security agencies to ensure complete cessation of movement of persons, except those on essential duties.
This order according to the Governor was based on the National Centre for Disease Control (NCDC) test result which indicated five cases of COVID -19 in the state.
CLO wishes to make the following statements:
1, That the NCDC test result came out at about 8:00p.m. Wednesday, April 1, 2020.
2, That in the afternoon of Thursday, April 2, 2020, the Commissioner for Health, Dr Dominic Ukpong, faulted the report in a well circulated press release he personally signed thus giving the impression that the result did not emanate from the NCDC.
3, That, while CLO is in total support of any action taken by the State Governor, Mr Udom Emmanuel, to contact-trace all affected persons, and curb further spread of the corona virus, CLO however, believes that the 14 days total lockdown of the State as ordered by the Governor to commence on Friday, morning, April 3, 2020, should have rather come with, at least, a prior short notice of 24 hours, if not, 48 hours to the people to ensure adequate preparation by the people and residents of the State.
CLO, therefore, calls on the State Governor to review the order to accommodate a short notice to the people and communicate same to security agencies.
CLO urges the Governor to consider its prayer so that Akwa Ibom people and its residents can use the short period of the notice to stock up, make necessary arrangements and get themselves prepared for the total lockdown of the State.
